Functions required for a "disaster prevention base building"
The Great East Japan Earthquake occurred in 2011. It is still an experience that we will never forget: masses of people were unable to return home, transportation networks were paralyzed, and "everyday infrastructure" was lost, with planned power outages, water outages, and drainage failures.
The redevelopment project "Otemachi Financial City" began in 2003 with the aim of "strengthening the international business hub", but after this earthquake, the city has decided to change course and focus on the theme of "contributing to the creation of an advanced disaster prevention city".
In light of this, Grand Cube has been redesigned based on the concept of a Business Continuity District (BCD), equipped with highly disaster-resistant infrastructure and air conditioning. By having multiple buildings function as disaster prevention bases and work together in the event of a disaster, the complex will not only ensure disaster prevention functions and business continuity for the entire area, but will also help improve disaster prevention in the surrounding area.
And from the experience of the earthquake, we learned that in order to maintain the area even if "normal infrastructure" is lost, it is absolutely necessary for the area to become "water independent."
Achieving complete independence through a system for "making" and "discarding" water
この建物には、敷地内で掘削した井戸水を飲用可能なレベルまで処理できる「井水処理設備」が設置されています。井水は、普段は建物内のコージェネレーション設備の冷却水として使用していますが、上水の使用ができなくなった災害時には、この井水を処理して建物全体に飲料水を供給できるよう計画しています。
同時に、建物から出される汚水は、建物内の「都心浄化設備」と名付けられた下水処理設備により、隣接する河川に放流できる水質まで浄化(排水処理)することが可能です。ただし、この「都心浄化設備」は微生物のはたらきにより浄化を行うため、災害時に活躍させるためには普段から微生物を生かしておかなくてはいけません。そこで、本設備は通常時も稼働し続ける計画としました。こうして、今この時も、ここで適切に処理された排水が、下水道ではなく敷地に隣接する日本橋川に放流されています。
このように、飲み水のみならず排水も自ら処理することができて初めて「水の自立」と呼ぶことができるのです。
Contributing to the BCP of the entire town through "water independence"
The building has a 1,500m deep hot spring well which supplies hot spring water to the attached hotel, known as "Otemachi Onsen," and to the fitness and hot spring facilities in the basement.
By opening this hot spring facility in the event of a disaster, it will contribute to a hygienic environment for rescue workers and other disaster response personnel who use the hotel as their base of operations, as well as employees involved in business continuity and volunteers.
Even in the unlikely event of an emergency, the building can continue to support the activities of its users with the same ease of use as under normal circumstances, thanks to its water independence. As an office building located in a business hub in the city center, it also provides safety and security in terms of hygiene to the local community, and contributes to BCP (Business Continuity Planning).
- A cogeneration facility is a system that uses natural gas, oil, LP gas, etc. as fuel to generate electricity using engines, turbines, fuel cells, etc., and simultaneously recovers the waste heat generated during the process. This building is equipped with a gas engine cogeneration facility, and the waste heat is exchanged as steam for district heating and cooling plant.

Water independence has only been realized thanks to the understanding and cooperation of not only the business owner, but also the government, as well as the efforts of everyone who maintains the building on a daily basis. Nothing would make me happier than if people looked at the building and wondered if such equipment existed.
