The Tokyo Building, which was in a stately stately position in the Marunouchi area, was replaced with a high-rise building, providing high-quality offices suited to internationalization and advanced information technology. The design concept combines "dignity" and "harmony between traditional streetscapes and modernity," and it also plays a part in creating a comfortable pedestrian network from Tokyo Station to the Yurakucho area.
An environmental assessment was carried out in accordance with the Tokyo Metropolitan Government's Environmental Impact Assessment Ordinance. However, the ordinance was subsequently amended in July 2002, and the Marunouchi district, including the planned site, was positioned as an "area promoting the advancement of urban functions while ensuring a good environment" as stipulated in the ordinance, and therefore did not meet the assessment application requirements of "height over 180m and total floor area over 150,000m2."
