Designing a system to realize the desired urban development
We conducted research, analysis, and proposals for the revision of the Tokyo Metropolitan Government's "Guidelines for the Use of Urban Development Systems for New Urban Development" (FY2017-19). This revision is based on the "Grand Design for Urban Development" formulated in September 2018, and the revision in March 2019 in particular can be considered the first major revision since the guidelines were formulated.

Through an interpretation of urban policies and geographical statistical analysis using GIS, this revision newly defined central regional hub areas and international business exchange zones.
In addition, through the analysis of various case studies and the proposal of an evaluation scheme, "efforts to integrate the station and the city" was added as an evaluation item, and it is now possible to evaluate efforts that contribute to the development of station plazas, improve the flow of station users, and enhance the station's transport hub function, such as by not reducing the effective coefficient of public open space even in the case of sunken garden-type station plazas, evaluating the volume of station facilities, underground passageways, and decks, and considering bus terminals as effective open space and public facilities.
In addition, new evaluation items and methods have been proposed for the setting of priority development uses, the evaluation of high-quality housing, measures to promote public contributions off-site and in remote areas, and the use of public open spaces, leading to actual system reforms.
